Council/Manager Form of Government

Under a system of local government called the council-manager form, the elected officials are the community leaders and policy makers who establish a vision for their city, town, or county, and who hire the manager to carry out policy and ensure that all residents are being equitably served. A professional manager is selected by the Town Council, who use a competitive process to identify the best candidate.

Serving as a Chief Administrative Officer, the town manager appoints department heads and assumes responsibility for the day-to-day operations of the Town government and helps ensure the smooth and efficient delivery of services to the community.
 

An important tool for the Manager and the Council is the annual Strategic Plan.  The Council and Staff hold an annual Strategic Planning Session wherein the Council sets priorities for the next 12 months.
